Why it's a common one
On Accords of this age, the o-ring where the feed pipe from the reservoir goes into the power steering pump gets hard and starts sucking air or seeping. The classic signs are a pump that whines more when it's cold, or fluid that looks foamy in the reservoir.
It's a cheap fix, but getting to it means moving things out of the way, and snapping a plastic clip or an electrical connector can easily cost more than $60 to put right. For this price, letting the shop do it is the sensible call.
